Specific Job Responsibilities

This role will interface directly with specialized capabilities such as Commercial Grade Dedication (CGD), Engineering, Supplier Quality, Software Quality, and Supply Chain Management as well as directly interface with both Y-12 and Pantex Engineering. Key responsibilities are as follows:

Provides engineering evaluations/reviews of procurement documentation including Commercial Grade Dedication plans, Engineering Procurement Documents (EPDs), Purchase Requisitions, Purchase orders, item equivalency evaluations and material analysis where appropriate
Ensures procured materials and services are consistent with applicable Design and Safety Basis requirements by reviewing/evaluating EPDs and consulting with Facility/Project Engineers to ensure that like-for-like replacements are appropriately specified
Conduct procurement support activities including strategic sourcing initiatives and evaluations, reviewing and composing requisitions, evaluation of suppliers, and monitoring supplier performance
Ensure that CGD acceptance plans are executable, well-aligned to available resources, and effectively evaluate that deliverables conform to contract requirements
Perform responsibilities with supervisor oversight
Support Fleet corrective action program (ESTARS, PERS, IMS, TOPIC)

Job Overview

Employees in this job conduct evaluation and oversight of engineering and procurement documentation to support business unit acquisitions and processes. Employees in this role perform acquisition-planning, support the development of engineering requirements, acceptance planning, development of cost efficient approaches to effective procurement, and provide expert advice in acquisition management. Procurement Engineers develop sourcing strategies, evaluate design criteria, perform data collection, and engineering procurement support for both small and large purchases/projects.

Essential Job Duties

Position requires a self-starter with ability to work under minimal supervision. Individual to provide central point of coordination for relaying technical requirements to Procurement to ensure material, equipment and service purchase orders are executed to meet mission objectives. Serves as the Technical Subject Matter Expert and centralized point of contact for all Quality Level-Q and important engineering procurement needs within the field. Ability to create good working relationships with Production, Project & Program Management, Engineering, Construction/Maintenance, Estimating, Suppliers and Supply Chain are essential. Works with System, Process, and Field Engineers (FE), Subcontract Technical Representatives (STR), or Technical Representatives (TR) to ensure materials and equipment deliveries remain on schedule. Serve as STR for technical procurement requirements in agreements
Plans and coordinates engineering procurement activities under general guidance
Applies the CNS QAP to work assignments
Acts as a liaison to interfacing departments
Able to technically evaluate engineering and analytical data to develop reliable and cost effective recommendations
Able to analyze supply chain performance metrics to identify/resolve ineffective procurement controls
Ensures that acceptance activities for procured materials and services effectively evaluate deliverables for conformance to engineering specifications
Consults with peer engineers to ensure that procurement solutions meet facility needs

Minimum Job Requirements

Bachelor's degree in engineering/science/information technology discipline with two years experience, along with a minimum 3.0/4.0 cumulative GPA OR a Master's degree in engineering/science/information technology discipline with a minimum 3.3/4.0 cumulative GPA
Eight or more years of relevant education, training, and/or progressive experience may be considered to satisfy educational and years-of-experience requirements for this posting. For postings on the Engineering, Science and IT Ladder, in lieu of a technical bachelor's degree, the Operations Professional Ladder may be considered
In addition, the applicant must meet the requirements of DOE O 426.2 (Baccalaureate in engineering or related science, 2 years job-related and at least 1 year nuclear experience, or a DOE O 426.2 alternative). DOE 426.2 experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities.
