Project Directorresponsible for program management of all aspects of a 9.2 mile elevated heavyrail transit extension in Miami-Dade County.  Provide oversight of in-house and consultantengineering design team advancing construction plans to an approximate 60%level of completion for guideway structures, foundations, systems, trackwork,station/site/civil, roadway and right-of-way. Forecast project budgets and maintain cost-control reports and schedules.Meet with property owners, developers and agency legal staff to determineright-of-way acquisition takings and impacts and discuss joint developmentproposals.  Serve as project leadinterfacing with Federal Transit Administration, local transportation andpermit agencies and municipalities.  Overseepreparation of Project Management Plan, Quality Assurance Program Plan, RealEstate Acquisition Management Plan, annual New Starts Criteria Report andFinancial Plan.  Prepare monthly andweekly progress reports and maintain relevant business plan targets. Prepareand negotiate consultant and agency joint project agreements.  Interface with utility companies to resolveconstruction conflicts, prepare budgets and agreements.  Serve as project spokesman conducting publichearings and meetings and coordination with public boards, committees and electedofficials.  Manage revisions toenvironmental document under the National Environmental Policy Act (NEPA).


Project managementoversight of 43-mile Segment 5 and New River Bridgedouble track design-build construction projects in the South Florida RailCorridor (SFRC). Manage a general engineering consultant services contract, engineeringstudies and construction plans for rail and building facilities.  Prepare construction plans for a historicrestoration of the Hollywood Boulevard rail station, rehabilitation of the Deerfield Beach rail stationand design-build plans for replacement of the electrical distribution system atthe Hialeah Rail Yard.  Provide oversighton maintenance of 23 buildings in SFRC. Prepare long range master plan for theHialeah Rail Yard in conjunction with SFRC stakeholders. Prepare five-year capitalimprovement work program, maintain cost and schedule estimates.  Maintain joint project agreements withstakeholders. Supervise staff in processing utility permits, and property salesand leases.


Scoping, selection, contract negotiation andmanagement of consulting engineering firms in the preparation of environmentaldocuments, preliminary engineering studies and construction plans for highwayand bridge improvements including: Interstate high-occupancy and general-purpose lanes, park-and-ride lotsand interchange reconstruction; movable bridge; Steel-box, pre-cast-concrete-box and AASHTO girder bridges; tunnel; arterial roadwayreconstruction, signalized intersection reconstruction; public hearings anddesign charettes.  Coordination withtechnical staff, municipalities, permit agencies, the media and public.Significant achievements include completion of contract plans for Fort Lauderdales newlandmark bridge. 


Transportation planning with responsibility forreview of Developments of Regional Impact (DRI), including extensivecoordination with two Regional Planning Councils.  Development of design year traffic estimatesfor all planning and design projects using computerized network assignmentsfrom the Metropolitan Planning Organizations Urban Transportation PlanningModels.  I participated on a statewidetask force to develop procedures for review of DRIs and for design trafficforecasting.

Prepare Interchange Justification Reports (IJR) fortwo proposed interchanges on the interstate highway system.   This included traffic forecasting andanalysis, intersection capacity analysis, benefit-cost analysis, report writingand processing.  Both interchanges wereapproved by the FHWA.

 Supervise a staff of eleven (11) in the collection oftraffic, vehicle classification and turning movement counts; determination of18-kip pavement design loading special traffic studies; maintenance of thecomputerized Traffic Counts System and Roadway Characteristics Inventory.


Structural design of offshore petroleum drilling andproduction platforms including: analysis and design of structural steel systemsusing manual and computerized methods; extensive experience with computerizedinteractive graphics.  Cost Engineeringfor the design of a 2500 Megawatt nuclear power plant.  Develop schedules, CPM networks, and costestimates; track productivity; forecast manpower requirements; maintaincomputerized cost-tracking systems; and compile monthly progress reports.


Contractors field costengineer for the construction of a 1200 Megawatt nuclear power plant in Saint Francisville, Louisiana.  I maintained productivity performancemeasures and prepared estimates of contract change orders.
