The construction recruiter seems more willing to engage in construction salary negotiation than the construction manager with whom I'll be working. Is that normal?

construction recruiters tend to assume there will be give-and-take in the construction interview and benefits package negotiation. Their job is to make a deal that will suit the construction employer and the new employee. Sometimes hiring construction managers are more interested in getting the job done than negotiating benefits packages. Many hiring construction managers view the construction interview process as a distraction from their real work rather than a tool for building a strong working team.
